God does not waste an opportunity to use available people wherever and whenever he can. He uses some people more than others, but they were all necessary to bring the plan to fruition. If God waited until flawless humans would come upon the earthly scene, things would never get accomplished. He simply examines and sees the right attitudes and sees that most behavior is in line with his statutes, then he acts if the time is right.
